Leaders are the church's most important human resource - not, of course, in the sense that God loves them more or they possess some special spiritual privileges, but in the sense that God charges them to "shepherd the flock of God that is among you, exercising oversight" (1 Peter 5:2). This divine charge entails having a special responsibility and authority to bring about the changes that are needed. A leader's actions affect the whole church in a special way...church leadership is critical, and change in a church flows (mostly) from its leaders."
